DOGDYKE Parish Council meeting

Held Monday 27th November  2023 – 7pm at The Royal Oak Tattershall Bridge

In attendance – Chairman Cllr Andrew Means, Cllrs Peter Scofield, Chris Brown, Jim Turner, Guy Forman & Neil Harvey.

11,1        Welcome from Chairman Cllr Andrew Means

11.2        All cllrs present – No apologies.

11.3        Richard Wilson requested to join the Council to fill the vacant seat, Cllr Andrew Means  Proposed that Council co-opt Richard Wilson , seconded Cllr Chris Brown all voted in favour RESOLVED – Declaration of interest was completed and signed by Richard Wilson & witnessed by the Clerk.  Cllr Wilson joined the meeting.

11.4        No declarations of interest at this point.

11.5        Cllr Neil Harvey proposed the notes of the meeting held on 9th October having been previously circulated are a true and correct record of the meeting, seconded Cllr Chris Brown, all voted in favour RESOLVED – Chairman signed and dated the minutes.

11.6        Apologies received from Lincolnshire County Cllr Key he is attending a family event.

11.7        Finances as listed proposed Cllr Chris Brown, sec Cllr Neil Harvey to be paid RESOLVED Clerks salary November £250 HMRC £56 Meeting room hire, refreshments £30  Poppy wreath £30.

11.8        Budget proposals were discussed with running costs explained by clerk, increase in costs from NK for elections plus clerks salary increase in line with government guidelines.  Proposal to increase the precept by £1,250 to meet the inflation in costs, making the total request £6,000 Cllr Guy Forman, seconded Cllr Chris Brown, vote taken all voted in favour RESOLVED – clerk to complete and sign the request form.

11.9        Meeting dates set for March Parishioners meeting  March 11th at 7pm guest invited Matthew Bentley the local conservation officer.   Annual  meeting of Council where Chairman is elected for a one year term, May 13th both dates to advertised publically.

11.10     Clerks report and comments – hedges and shrubbery around the junction and signage to A153 all cut back and cleared, Light A153 fixed, Light on Riverbank Rd fixed, Highways reported potholes and erosion on the Riverbank Rd fixed, however  this is not the case and Cllrs wished for this to be re reported in particular from Ferry Farm to Captains Table, also Twenty foot bank erosion / sheer drop,  and the dips at sewage plant – Clerk to action all reports. 

                Hedge in Cemetery alongside the War Memorial, needs attention, Cllr Forman will attend to this also speaking to the owners with regard to the leaking tap in the Cemetery.  Road gullies on Tattershall Bridge are full of growth , need clearing to allow the surface water to drain.

                The War memorial is cleaned and looking good, BBC Songs of Praise visited and spoke with a local lady who remembered the bombing of the farmhouse next to the Pumping station, the whole family were sadly killed instantly, their names are remembered on the War Memorial.
