Meeting of Council November 21st 2022

Agenda

  1. Welcome from Chairman Cllr Mike Carr
  2. No further apologies received.
  3. No declarations of interest at this point.
  4. Proposal to accept the notes as a true and correct record of the meeting of Council held October 10th 2022, Cllr A Means, seconded Cllr P Scofield all voted in favour RESOLVED.
  5. No additional reports from County or District Councillors for this meeting.
  6. Highways visit – Cllr Richard Davies, Cllr Chloe  Perreton Williams, Rowan Smith and Cllr Andrew Key met with Cllr Mike Carr who conducted the visitors on a tour of sites of concern 1. Footpath A153 – the section from the Royal Oak to Elizabeth Ave will be reconstructed in the next financial year, this was confirmed by all present with assurance from Cllr Richard Davies. 2. Witham Bank /Tattershall Bridge junction this repair work is currently being carried out. Witham Bank parking near staging, Highways are to approach Environment Agency to look at providing some hard standing for this popular area. Witham Bank possibility of passing places was looked at , no promises could be made at this stage but all agreed that there was a need, as the parish Council we need to continue to request this at regular intervals along with all issues. 3. Twenty Foot Bank was visited and this again will be looked at for future improvements, also the bump/ dip on the road from Chapel Hill to Twenty Foot Bank. Sincere thanks to Cllr Key for setting up this meeting – very encouraging progress.
  1. Planning application - 22/1070/VARCON Tegan Harrison Place, NK officers decided case, with slight alterations the business hours remain set as previous application, the restriction of the owner /occupier of the premises will not be restricted to use of buildings outside these times.
  2. Budget discussion took place it was felt that in the current financial situation the Precept should remain the same as last year, no additional spending is required/planned; a request to NK District Council for £4,750 will be raised for the services provided for the Parish. No increase Proposed Cllr Means, seconded Cllr Wilson, all voted in favour RESOLVED
  3. Finance – Proposal to pay all invoices as listed Cllr Wilson, seconded Cllr Means all voted in favour RESOLVED  Salary October/November £363.20 HMRC £78.20 , Royal Oak meeting room £30, Poppy Appeal 2022 £35.
  4. Next meeting date March 20th 2023,  May 15th will be the date for the first meeting following Elections on May 4th 2023
  5. Clerks report,
  1. Updates on War memorial cleaning and re lettering – 1 quote received, letter has been sent once again to PCC for approval 
  2.  A153 footpath reported earlier
  3. Reminder – elections May 2023 – all Councillors will be required to complete new application forms

 

Items for action from October meeting Chapel Hill Bridge, there is a hump appeared in the road just Chapel Hill side of the bridge, this is causing issues for traffic. Works are being assessed this will be advertised when work is scheduled.

20ft Road, both sides of the road are suffering from bad erosion visited by officers’ item 6.

Trees from the Holland Fen side of Chapel Hill Bridge need cutting back, Unreported at date of Nov meeting

Holland Fen drainage gullies along the roadsides are blocked; causing flooding these need attention. Unreported at date of November meeting.

Cllr Means had reported the sunken Culvert at the end of the Twenty Foot Bank on the A153 this has been ongoing for some time with multiple attempts at repairs.

Request to Environment Agency for a litter bin at the staging for general rubbish or possibly signage near the dog waste bin to state no general rubbish to be left,
