Dogdyke Parish Council Meeting

Agenda

1.13     Cllr Andrew Means welcomed all once again to this online meeting, thanking everyone for attending.

2.14     Apologies from Cllr Richard Wilson unable to attend. Reasons Resolved accepted.

3.15     No declarations of interest in items listed for this agenda.

4.16     Proposal Cllr May to record the minutes of the meeting held on 15th June 2020 as a true and correct record of that meeting. Seconded Cllr Pick all voted in favour RESOLVED.

5.17     Lincolnshire County Cllr Barry Young – reported back on Highways issued previously discussed at a meeting with officer on February 5th this year; the footpath along the A153 is on track for a full and major reconstruction in the New Year; the sink hole/dip outside the Royal Oak car park will be investigated tree survey has been requested prior to this work being done; the dip at the sewage works was deemed to be not urgent; Cllrs argued and asked for this to be revisited; Cllr Young agreed to take this back to the officers to reconsider – at the very least warning signage was requested. A list of signs in and around the village was asked for to assist the working teams doing the removal of foliage around the road signs; Clerk will produce a list. Witham Bank Road closure, although a lot of work has been done but there is still loads more that could be done this will all be placed on future lists for works. 14 large potholes on Witham Drive are scheduled to be filled on 22nd December.

6.18     Tattershall Lakes – Road holdups are not acceptable; council will continue to work with other agencies and local councils to find a solution. Businesses, Schools, RAF Coningsby and others will be given the opportunity to comment or write letters of support echoing the need for a swift end to the situation. Cllr Young suggested that a coordinated effort was needed; this was agreed; a meeting will be arranged to speak with key parties asap.

8.20     Parish Council proposed survey for request to change of name to Chapel Hill & Tattershall Bridge – this will be deferred to the New Year.

9.21     Cllr Guy Forman informed council that they Village Hall Group had recruited two new members which is excellent news; unfortunately, due to the second Lockdown imposed upon us on 5th November all working group activity has been postponed until the New Year.

10.22   Budget proposals suggested precept remains the same as last year, the end of year reserves are running consistently lower than suggested by LALC but Council are confident with the figures. Proposed Mike Car to accept the budget as proposed and set the Precept for 2021/22 @ £3,950 as previous year. Seconded Cllr Andrew Means; all voted in favour RESOLVED

11.23   Finances Proposal to pay all accounts as listed and a thank you recorded for the Cllr Tony May, seconded Cllr Guy Forman, all voted in favour RESOLVED

12.24   Cllr Tony May – thank you for ground’s maintenance at the Cemetery it is looking very good. Clerk will pass this on to the team.

            Cllr Richard Pick – will cut the hedges again to clear signage and assist visibility when exiting the village onto the A153. Council thanked him for this.

            Cllr Andrew Means – questioned the work being done by the heavy plant at the Old Tattershall Bridge – Clerk will try and find out what is being done.

            Letter requested to Lincolnshire County Council regarding the use of the public tips mainly to ask for multiple items of different nature to be allowed to be taken at one visit; no real problem with making an appointment but it was felt that generally people would not have enough of certain types of items to make the journey  viable please could we request that as long as items were kept separate they could be disposed of on the same visit.  The feeling was that the current system was encouraging more fly tipping around our roads. Clerk to action.

13.25   Clerk consulted with Cllr Guy Forman on the refurbishment plans for the village War Memorial – a meeting will be set up with Rev Clive from the group of Churches to discuss the way forward – sometime around mid to late January 2021.
