Annual Meeting of Council May 16th 2022

No public in attendance.

In attendance – Councillors Andrew Means, Guy Forman, Richard Pick and Peter Scofield

Standing orders to be presented at July meeting to reflect the rule for Chairman to stand for 1 year and rotating through Councillors willing to take on the role.

Agenda.

  1. Cllr Andrew Means asked for nominations for the Chairmanship for the coming year, Proposal from Cllr Forman nominated Cllr Mike Carr (Cllr Carr had indicated in his apology email his willingness to stand if nominated) seconded Cllr R Pick all voted in favour RESOLVED – Cllr Carr will sign acceptance of office at the earliest opportunity.
  2. Nominations were invited for the position of Vice Chairman, Proposal from Cllr R Pick who nominated Cllr Guy Forman, seconded Cllr Pete Scofield, Cllr Forman thanked councillors for nomination and accepted the position. All voted in favour. RESOLVED. Acceptance of office will be signed at next meeting. Councillor Guy Forman took the Chair.
  3. Apologies with reasons were heard from Cllr Richard Wilson, Cllr Tony May and Cllr Mike Carr – all voted in favour to accept RESOLVED – apologies also received from NK District Cllr Gill Ogden.
  4. No declarations of interest.
  5. Draft notes from the March 21st  previously circulated – Proposed as true and correct record of the meeting Cllr A Means, seconded Cllr P Scofield, all voted in favour RESOLVED
  6. Reports received from Cllr Ogden - Annual achievements from North Kesteven District Council.  We have refurbished the NCCD in Sleaford with a new dance and craft workshops and new cafe area. Helped LCC with the funding of the road improvements at Holdingham roundabout and lights.  I have been told that people have already started lane hopping.  More small workshops in N. Hykeham for businesses growing. Mrs. Smith’s cottage has reopened and well worth a visit.  Improvements to the river Slea through to S.Kyme. Lollycocks field improving wildlife habitat. Cogglesford Mill refurbed. Lafford homes increasing and affordable houses to be built.  Other projects in Our District  progress slowly.
  7. Meeting with Highways officer Rowan Smith & Cllr Key – Cllrs M Carr and Cllr A Means attended, areas discussed, footpath repairs, local area road side erosion River Bank Road and 20 foot Road, parking by the river opposite the properties at Tattershall Bridge, pot holes, speed limits – Rowan suggested that all the areas warrant repair however everything was put into a bigger pot and numbers of traffic / footfall etc played a big part in the allocation of the workforce, he suggested a 40mph request be put in place for the area from the stating at Tattershall Bridge and round to the junction with A153. Cllr Keys will apply for this along with endorsing the road repairs already reported.   Cllr P Scofield offered up thanks for the repairs outside the Royal Oak, the team did a very good job.
  8. Highways reports new requests, Gulley Post Office Lane, scheduled to be cleared. Debris on footways central to Chapel Hill, this is not County issue, Councillors will check to see if this is something that can be dealt with in house.
  9. Annual Audit – (a) councillors approved the annual governance statement; (b) approval of accounting statements approved; internal auditors report read out ; all proposed and seconded as agreed in full . RESOLVED Chairman Guy Forman signed all documents.
  10. Finance – Proposal to pay invoices as listed - - Salary April/May £338; HMRC £78.20; Grass cutting cemetery and riverbank £54; Repairs to seat and tidy Chapel Hill  £139 – (seat £85 grass cutting £54)Council Insurance £241; Internal audit £50. RESOLVED
  11. Platinum Jubilee – plaques will be purchased for the new seat to be installed at Chapel Hill Bridge and another for the area near the Tattershall Bridge seat area. Beacon bonfire will be lit approximately 9pm on 2nd June at Cllr Picks yard, all councillors were invited to attend, barbecue will be served, Environment agency have been approached and have approved the lighting at this time in honour of the service of Her Majesty Queen Elizabeth 11 – 1952 – 2022
  12. Clerks report – War memorial refurbishment – this was briefly discussed quotes for the cleaning and lettering repairs to be brought to next meeting, Clerk will complete the funding application with War Memorials Trust for 50% cost towards this work.

Potholes on River bank Road – 20ft Road verge erosion.

Thank you letter to Mr Mark Leggotfor helping to keep the village tidy picking up flytipping as he travels through, Council and parishioners would like to say thank you. Clerk to action.

Abandonded car previously reported to the police – report to NK – four / six weeks in situ and road tax has run out , Clerk will report.

 

Councillor Guy Forman wished to publically thank Cllr Means for his time as Chairman of the Dogdyke Parish Council, keeping the team on a good footing for some considerable time. This was echoed by all present.
