Annual Meeting of Council October 10th 2022

Public forum

Two local residents came to offer their findings and concerns over the planning application on this month’s agenda, request to change of conditions imposed on previous application of the same site in February 2021, two main concerns are the removal of the time restrictions on the business use, and the change of business class use to allow more open usage of the site for various activities. The couple put the case very well and Council took their concerns into consideration.

  4. Proposal to accept the notes as a true and correct record of the Annual meeting of Council May 16th 2022, Cllr G Forman, seconded Cllr A May all voted in favour RESOLVED.
  5. LCC Andrew Key reported there is a £5 million of funding to be added to the highway repairs pot to assist with the outstanding works. Due to the time lapse the A153 footway has deteriorated, although there are major works scheduled, no date can be given, some temporary repairs are to be carried out in the near future on the section from Tattershall Bridge to Elizabeth Avenue, other works suggested at site meeting will not see movement for a year or so, full report attached from Cllr Key. A visit is to be requested from Cllr Richard Davies to point out the bad spots in the area.

NKD Cllr Gill Ogden Finances are looking on track for the next 3 years. Wards have been juggled to even out numbers. Proof of Identity is going to be required for the May 2023 elections, voters will not be able to vote without this. Warm spaces are being offered up by some of the larger parishes.

  1. Planning application - 22/1070/VARCON Tegan Harrison Place, Proposal to OBJECT to the change restriction of business working hours  from 9 am – 5.30m to open access to all hours – due to the close proximity of the neighbours, however no restriction would be imposed on the owner/occupier of the premises. Cllr Means seconded Cllr Carr all voted in favour – Clerk to pass these comments to North Kesteven Planning dept.
  2. Proposal to adopt the latest Code of Conduct LGA & SLCC approved, Cllr Carr, seconded Cllr Means, all voted in favour RESOLVED all present signed the front page of master copy dated 10th October 2022.
  3. Civility & Respect pledge was not met with enthusiasm and Councillors felt the items in the document were already covered, the pledge was not taken up at this time,
  4. Finance – Proposal to pay all invoices as listed Cllr Wilson, seconded Cllr Forman all voted in favour RESOLVED  Salary June/July/August/September £650.00 HMRC £156.00 Grass cutting Cemetery & River bank path June/July £144 August/September £96 Royal Oak meeting room two meetings £50
  5. Next meeting date 21st November, this will include budget discussion and setting of Precept for 2023 -2024
  6. Clerks report,
  1. Updates on War memorial cleaning and re lettering – 1 quote received, letter has been sent once again to PCC for approval 
  2. No updates on works to A153 footpath
  3. Reminder – elections May 2023 – all Councillors will be required to complete new application forms

 

Items for action Chapel Hill Bridge, there is a hump appeared in the road just Chapel Hill side of the bridge, this is causing issues for traffic.

20ft Road, both sides of the road are suffering from bad erosion

Trees from the Holland Fen side of Chapel Hill Bridge need cutting back,

Holland Fen drainage gullies along the roadsides are blocked; causing flooding these are in need of attention.

Councillors  to check if the defibrillator is prominent enough or if additional lighting is required.
