Annual Parish Council Meeting

15th MAY 2023 – The Royal Oak

First meeting following elections – 3 elected Councillors, Cllr Andrew Means, Cllr Pete Schofield & Cllr Chris Brown – duly elected at May 4th elections, signed declarations of acceptance of office.

3 valid applications for co-option have been received Guy Forman, James Turner & Neil Harvey

  1. Cllr Means opened the meeting, welcoming all and inviting nominations for Chairman for the coming year – Cllr Brown nominated Cllr Means , seconded Cllr Schofield, Cllr Means accepted the position and sign acceptance of office as Chairman. RESOLVED
  2. Nominations for vice Chairman – Cllr Means nominated Cllr Pete Schofield, seconded Cllr Brown, Cllr Schofield accepted the office of Vice Chairman. RESOLVED
  3. The co-option of the 3 applicants Guy Forman, James Turner and Neil Harvey were considered and proposed Cllr Brown to co-opt, Cllr Means seconded the proposal, RESOLVED
  4. Apologies – Neil Harvey, working out of County , apologies accepted RESOLVED – apologies also received from District Cllr G Ogden & County Cllr A Key.
  5. No declarations of Interest at this point.
  6. Notes previously circulated to Councillors of the meeting held March 20th 2023 Proposed as a true and correct record Cllr P Schofield, seconded Cllr A Means, all voted in favour RESOLVED minutes signed and dated by chairman.
  7. No reports from District or County Councillors.
  8. Annual Audit – (a) councillors approved the annual governance statement; (b) approval of accounting statements approved; internal auditors report read out ; all proposed and seconded as agreed in full . RESOLVED Chairman Cllr Andrew Means signed all documents.
  9. Finances – proposal to pay all as listed, salary April £241, HMRC £54, salary £241, HMRC £54, Internal audit fee £60,Meeting room hire & refreshments £30, Council annual Insurance £241 – Zurich Municipal. Seconded RESOLVED
  10.  Clerks Report : -  Council are unable to take the concerns any further without direct contact from residents allegedly affected by the issues reported anonymously or second hand.   North Kesteven can provide anti social behaviour / noise nuisance forms for residents if they would come forward for these.

Grass cutting – cemetery is very overgrown – needs urgent attention, Clerk will report to contractor.

Reports required – Riverbank Rd and Twenty foot bank, road sides broken away and dangerous.

Pony Farm Corner – deep drop off the road around this bend.

Over grown trees & shrubbery on A153 – Tattershall Bridge, causing visibility problems.

Street light – permanently on at landing stage Tattershall Bridge.
