Annual Council Meeting May 12th 2025
Chairman welcomed newly elected County Cllr East and our District Cllr Whittle to the meeting.
Public forum – resident of Witham Drive Chapel Hill – reporting issues with the road surface along the whole length and width of Witham Drive, some areas had been marked for repair but nothing done in past 3- 4 months; also some of the houses are still owned by NK District Council the area is looking very untidy with overgrown shrubbery and items being left to rot and rust away on the fronts of the properties. On a separate item the resident asked if anything could be done about the riverside parking during the summer months, adding that is good to see the area being used but the parking is dangerous.

- Cllr Guy Forman called for nominations for Chairman for the coming Year, nominated Cllr Pete Schofield, this was seconded by Cllr Neil Harvey: no further nominations all voted in favour, Cllr Schofield thanked the meeting and signed a declaration of acceptance of office. RESOLVED
- Chairman Cllr P Schofield called for nominations for a Vice Chairman, Cllr Chris Brown nominated Cllr Andrew Means , seconded Cllr Jim Turner; no further nominations, all voted in Favour, Cllr A Means signed declaration of acceptance of office. RESOLVED
- All Parish Councillors in attendance – no apologies.
- No declarations of interest.
- Notes from the meeting held 17th February previously circulated were proposed as true and correct record of this meeting by Cllr A Means, seconded by Cllr Neil Harvey, all voted in favour. Minutes signed by Chairman RESOLVED
- Lincolnshire County Councillor David East introduced himself, looking forward to working with the parishes, his main aims are to use a common sense approach and take responsibility for issues, in response to the public forum he will take a look at previous reports for Witham Drive roads and look for himself at the area with an aim to move any works forward.
North Kesteven District Cllr Adrian Whittle – the NK are holding meetings to appoint officers within the week, once this is established he will be inviting the officer for housing to visit Witham Drive and will report back to Council with their findings. Historically there has been difficulties with getting empty properties up to a standard to be able to let – NK are committed to get these back up to spec to enable some income from them.
Both Cllr East and Cllr Whittle left the meeting.

- Annual Audit – completed, . A. Council considered all questions on the annual governance statement and were able to answer yes to all. B Council studied the accounts and all were approved, C. Internal auditors reports received. Chairman and Clerk signed all relevant documents. RESOLVED Exemption certificate will be forwarded to External auditors PKF Littlejohn. Public announcement of rights is displayed on notice board and council website along with other audit required documents.
- Finance – resolution for payments Salary March £261: HMRC £58.60 April £282 ; HMRC £64; Salary May £282, HMRC £64,Grass cutting cemetery & village £240 Council annual insurance Zurich £264 Internal auditor fee £85, Room hire/ meeting £30 –proposal Cllr C Brown, to pay as listed, seconded Cllr N Harvey, all voted in favour RESOLVED
- Model Standing orders – reviewed, all required updates 2025 have been amended Cllr N Harvey proposed these be approved and published on Website , seconded Cllr Richard Wilson, all voted in favour RESOLVED
- Financial Regulations updated and reviewed, proposed Cllr N Harvey, seconded Cllr A Means that these are approved and published on Council website, all voted in favour – RESOLVED
11. Clerk’s report
- Update on local concerns and correspondence should any have been received.
- Defibrillator registered on the Circuit – NHS – need to get the power connected before winter.
- Clerk is investigating cost of Council using “gov.uk” emails for all councillors and Clerk – following legislation from Government- and our local ALC documents emailed for your information so far, we have until end of financial year to get this sorted. Cllrs do not want another email , reason being they would not be checked all Councillors agreed, Clerk will continue to investigate the best way forward.
- Items for reporting to Fix My Street
- Twenty Foot Bank Road outside the pair of cottages no.1/2 dip in the road very pronounced and causing problems
- Road side being used as passing place Tim’s Cottage LN4 4TZ eroded badly.
- Letter to clerk of Holland Fen with Brothertoft – state of the road between Chapel Hill and Holland Fen – asking for subsidence to be investigated.
