As requested,:

 

• Ongoing concerns were raised at Monday’s meeting about the deteriorating condition of the A153, including subsidence and the speed of traffic.

The A153 is inspected monthly and we raise intervention level defects as required. We already have some patching and minor defect repairs arranged along this section referred to, we have received some reports I believe which led to the works being issued. And we have raised this as a location which will need significant works, all down to funding and other schemes across the county maybe taking priority. We are currently putting together a TTRO package to reduce the speed limit from 50 to 40, to be implemented as soon as possible.

Issues with the road surface and subsidence will be reported via FixMyStreet, including supporting evidence. Where we have identified intervention level defects as part of either our formal inspections or on ad-hoc inspections, we will have raised orders. Patching already arranged as well and we have some more to issue, and a request for assessment has been put forward for a larger scheme, as above.

• Councillors advised that the speed limit between Tattershall Bridge and Elizabeth Avenue was previously 40 mph (now believed to be 50 mph). As above, we are reducing the 50 to a 40 and extending the 40 to the current Glasshouse Corner 40.

• A query was raised about the process for carrying out a speed survey to assess whether the limit could be reduced back to 40 mph. As we are already arranging for the temporary speed limit changes then we don’t need to do any surveys.

• There is an old speed warning camera near Tattershall Bridge (towards Billinghay) which appears non operational and in poor condition; a request has been made for this to be checked. This one and the one below about VAS’ would be for LRSP to comment on, I have sent them this email trail.

• Councillors suggested Dogdyke Parish explore funding for a vehicle activated sign (VAS) and asked:

o Whether small grant funding could be used to help kick start this

o What permission is needed from Highways

o How the council should apply

• There have been two or three accidents in the past four months on the A153 between Elizabeth Avenue and Tattershall Bridge, leading to road closures, reportedly linked to speed and poor road conditions. All of the above covers this including patching, speeds etc. LRSP would have to comment on the accidents and whether they have this as a site of concern within their system.

• Noted footage (including a police vehicle avoiding subsidence) will be referenced in the FixMyStreet report.

An update was requested on the footpath at Tattershall Bridge which collapsed into the dyke shortly after installation last year; although a core sample was taken, no feedback or action has been reported to the council since. One for our Asset colleagues who managed the works. I have asked for some info.

Thank you for your email regarding the recently reconstructed footway and the concerns that have been raised about cracking and movement adjacent to the drain.

I apologise for the delay in providing a further update. The engineer who originally delivered the scheme has since left the Council, which has unfortunately resulted in some delay while the matter is reassigned and reviewed.

I have now picked this up and will be carrying out a full investigation into the concerns raised, including reviewing any core sample information and any site records available. Once I have had the opportunity to properly assess the situation, I will provide the Parish Council with a more detailed response and update on any proposed next steps.
