07/1 Welcome from Chairman Pete Schofield welcoming all to the meeting.
Council wished to record and offer sincere condolences to Cllr Guy Forman and all the family on the recent passing of his mum Shirley Forman.
07/2 Apologies received and accepted from Cllrs Forman & Turner
07/3 No declarations of Interest
07/4 Nomination of Vice Chairman deferred from May 11th meeting – Cllr Schofield nominated Cllr Andrew Means as Vice Chair, seconded Cllr Wilson, no further nominations, Cllr Means accepted the position and signed for a second year in post.
07/5 Notes from the meeting held 11th May previously circulated were proposed as true and correct record of this meeting by Cllr PS, seconded by Cllr NH, all voted in favour. Minutes signed by Chairman RESOLVED
07/6 Cllr East – Lincolnshire County Cllrs each have been given a sum of funds to grant to Parishes on application the divisional grants of £100- £300max per parish grants from strategic fund from £3,001 to £15,000 for larger projects with wider impact – funding streams totalling £500,000 are available.
Cllr East had replied to questions on email these will be published with these minutes.
07/7 Works to start at Tattershall Bridge utilising the free labour service offered by LCC / Balfour Beatty – the area between the bridges will be tidied up /overgrowth cut back and pathways and steps cleared, Cllrs Harvey and Means offered to remove the debris on completion, two days have been allocated for this work 4th & 5th August, Cllr Harvey will supply a welfare station in the car park of the Royal Oak – for the mornings prior to the pub opening times.
07/8 Finances – resolution for payments
Clerk’s expenses, paper/inks/stamps various invoices total £76.16 +£15.41 vat

Proposal to pay all as listed Cllr RW seconded Cllr AM all in favour RESOLVED
07/9 Appointment of internal auditor on a 3 year contract fixed fee of £140 discussion on the merits of this engagement took place Cllr PS proposed that council took this on giving Council stability for budgeting and continuity, seconded Cllr CB all in favour RESOLVED
07/10 Updates on Fix my street reports
1. New footpath – chase the suppliers – following subsidence report.
Clerk to send an email trail to Cllr East for him to follow this up.
2. Dip in the road near sewage plant – FMS
No further action – monitoring
3. Pot holes from Tattershall Bridge to Chapel Hill
Clerk to re-report as reminder
4. Dyke Clearance at Elizabeth Avenue – possible job for Balfour Beatty.
Clerk to ask Cllr Whittle to chase this as the dyke is responsibility of NKDC, suggesting the possibility of piping and filling in the dyke to avoid use as a dumping ground.
5. A153 – speed of traffic and subsidence.

6. Rubbish accumulating around the bridge and staging areas at Tattershall Bridge – Council agreed that this is a major concern and agreed to investigate supplying a large lidded bin to be emptied weekly March to October for visitors to deposit their rubbish instead of leaving bags and loose wrappers bottles etc to be collected. Council will fund this and budget going forward.
Clerk instructed to get prices for bins and investigate signage costs etc.
Possibly available from NK or Water Board?
7. Gate Post onto the river bank next to the garage Chapel Hill needs replacing. New Gate is there but post has rotted off.
Clerk to contact Waterways to request this is done.
