Dogdyke Annual Parish Council Meeting

May 11th 2026 

In attendance – Councillors Richard Wilson, Pete Schofield, Chris Brown 

Cllr Neil Harvey is expected.

05/1  Cllr P Schofield called for nominations for Chairman for the coming Year, 

           Cllr RW  nominated Cllr Pete Schofield, this was seconded by Cllr CB: no further 

           nominations all voted in favour, Cllr Schofield thanked the meeting and signed a 

           declaration of acceptance of office for a second term. RESOLVED

      05/2  Nominations for a Vice Chairman, deferred to July meeting. 

 

No Parishioners in attendance Standing orders maintained throughout the meeting

 

05/3 Welcome from re elected Chairman Cllr Pete Schofield, thanking Councillors for   

                the opportunity to serve another term of office.

05/4    Apologies recorded from Cllrs Means, Forman & Turner  

       05/5    No declarations of interest. 

       05/6    Notes from the meeting held 2nd March previously circulated were proposed as  

                  true and correct record of this meeting by Cllr CB, seconded by Cllr PS, all voted 

                  in favour. 

                  Minutes signed by Chairman RESOLVED

Councillor Neil Harvey joined the meeting.

05/7   No District or County Cllrs in attendance – no reports.

05/8   Annual Audit completed – Council considered and answered to the following: 

(a) Internal auditors report and recommendations 

(b) Annual governance statement confidently answering yes to all

(c) Accounting Statement – previously signed by Clerk

(d) Exemption Certificate 

(e) Dates of elector’s right to view documents 

All of the above will be on the Council website and exemption certificate sent to PKF Littlejohn External Auditors for this year. Redacted signatures.

Proposal to sign all of above as required Cllr RW seconded Cllr NH all agreed RESOLVED Chairman and Clerk signed 

      05/9    Zurich Insurance – cover and quote was considered – comparison quotes will be 

                  sought for 2027/28 RESOLVED to accept and pay 2026/27 

 

 

     05/10.  Finances – resolution for payments known to date: - Salary April £295.60: HMRC 

              £66.40  Salary May £295.60, HMRC £66.40,Grass cutting cemetery & village x 2 cuts 

              £240 Council annual insurance £264 internal auditor fee £143.50 Meeting room 

              hire £30  Proposal to pay all as listed Cllr NH seconded Cllr RW all in favour 

              RESOLVED

    05/11.   Following discussion Cllr RW proposed.  Approval for contractual services – 

                    regular payments – salary, HMRC and grass cutting (any increases would

                   need additional approval) seconded Cllr NH all in favour RESOLVED

    05/12.  Clerks Report 

     1. Member of public asked for an update on the Chapel Hill Village Hall.

     2. Defibrillator is now connected to the power source, Clerk will check with EMAS                                         to be sure we are carrying out all required service checks. 

               Many thanks to electrician Shane Limb for fitting and connecting of the unit.                                        3.   Reports remain as last month – no action taken

     1. Briars at foot of Tattershall Bridge – possible job for Balfour Beatty? 

                  2. New footpath – chase the suppliers – following subsidence report. 

                  3.  Dip in the road near sewage plant – FMS

                 4.  Pot holes from Tattershall Bridge to Chapel Hill

                 5.  Dyke Clearance at Elizabeth Avenue – possible job for Balfour Beatty. 

  A153 – Serious concerns for safety of motorists – the road surface is subsiding so  

              much, causing vehicles to take evasive actions, there have been several accidents,

              evidence to be forwarded to Fix my Street. Twenty Foot Bank  to Tattershall Bridge

          Proposal to request a speed reduction on this section back to 40mph also upgrade the 

          camera at the Bridge if possible, Clerk to request this be considered 

 LCCllr East & NKDCllr Whittle spoke about small donations/fund requests – clerk to ask regarding speed indicator.
